Government Contribution Reports
The four Government Contribution Reports — SSS Contributions, PhilHealth Contributions, Pag-IBIG Contributions and Tax Withholding — list what payroll withheld from employees (and, for the three contribution funds, what the employer owes on top) for one posted cutoff. They are what you check, total and export before remitting to each agency. They are read-only and do not recompute anything.
How These Reports Work
Where the numbers come from. When a cutoff is Posted, payroll writes one record per employee for each agency where the amount is above zero, copying the figures from that employee's payslip computation: the contribution basis, the employee share, the employer share and the total. The reports read those frozen records, not live payroll, so a posted cutoff always shows the same figures afterwards. Contributions that were later reversed are left out, and each row keeps the branch the employee belonged to at posting time. The amounts themselves were worked out during payroll from the Statutory Tables — the SSS, PhilHealth and Pag-IBIG contribution tables and the withholding tax table — so a wrong amount here is fixed at the table or the employee record and then recomputed in payroll, not edited in the report.

The Covered column shows the month and year of the cutoff's end date, which is the month the contribution belongs to. A column of totals runs along the bottom, and the member's government number comes from their current employee record. Every report exports to Excel through a column picker, where you choose and order the columns for the file.
If a posted cutoff has no records — which can happen for cutoffs posted before the records were being written — the empty screen offers a Generate Report button. It builds the records from the cutoff's posted payslips; it needs the matching report access permission, and tells you if the data already exists. Use it once, then filter as usual.
The reports work one cutoff at a time. A month with two cutoffs needs two runs, one per cutoff. For the monthly total across both, the Monthly Remittance (1601-C) page adds up the month's posted cutoffs for you.
SSS Contributions
The question it answers: how much Social Security contribution was withheld and owed for each employee in this cutoff?
Key columns: Employee Code, SSS Number, Employee Name, Covered, Basis Amount (the pay the contribution was computed on), then the employee side — EE Regular SS, EE MPF (the mandatory provident fund portion) and EE Total — and the employer side — ER Regular SS, ER MPF, ER EC (employees' compensation) and ER Total — followed by the overall TOTAL of both sides.
Using it for remittance: total the employee and employer sides per cutoff, check them against the SSS contribution table that payroll used, and export for your file. The upload files for the month are produced from the same records on the Monthly Remittance page. Contribution brackets are maintained in the SSS table.
PhilHealth Contributions
The question it answers: what PhilHealth premium was withheld from each employee and what share does the employer owe for this cutoff?
Key columns: Employee Code, PhilHealth Number, Employee Name, Covered, Basis Amount, Employee Share, Employer Share and TOTAL.
Using it for remittance: total the shares for the premium payment and export for your records. The premium rate and limits come from the PhilHealth table, and the monthly upload file is on Monthly Remittance.
Pag-IBIG Contributions
The question it answers: what Pag-IBIG (HDMF) contribution was withheld and owed for each employee in this cutoff?
Key columns: Employee Code, Pag-IBIG MID No., Employee Name, Covered, Basis Amount, Employee Share, Employer Share and TOTAL.
Using it for remittance: total the shares and export. The contribution rates come from the Pag-IBIG table.
This report is the regular Pag-IBIG contribution only. MP2 savings is a deduction plan, reported separately under Deduction Reports (see Deduction Reports), because Pag-IBIG asks for MP2 to be filed on its own line, keyed by its own account number.
Tax Withholding
The question it answers: how much income tax on compensation was withheld from each employee in this cutoff? It is a single-sided report — the employee bears the tax, so there is no employer share.
Key columns: Employee Code, TIN, Employee Name, Covered, Taxable Income, Tax Withheld and TOTAL. Only employees with tax withheld above zero in the cutoff appear.
Payroll records only the tax amount for this report when it posts, so the Taxable Income column may show zero even though Tax Withheld is filled in. Rely on Tax Withheld here, and use the Payroll Register or the Alphalist for taxable income.
Using it for remittance: the monthly figure you pay to the BIR is prepared on Monthly Remittance (1601-C); this report lets you see which employees make up each cutoff. At year end the same withholding feeds the Alphalist (1604-C) and BIR 2316. The brackets used come from the Tax table.
